James A. Hayes, a lifelong Republican, served on the Long Beach City Council (1963-1966). He then represented the Thirty-ninth District in the California State Assembly. He chaired the Committee on the Judiciary. He authored landmark legislation reforming California's divorce laws, and sponsored laws creating a consumer protection agency and a coastal management body to protect California's coastal areas. In 1972 he was elected to the Los Angeles County Board of Supervisors, serving as its chair...
